ABBOTT and COSTELLO GO TO WIPO2

© Copyright 2001 John Berryhill, Ph.D. J.D
At the suggestion of the World Health Organization (WHO), the World Intellectual Property Organization (WIPO) has recommended that the Internet Corporation for Assigned Names and Numbers (ICANN) eliminate the ability to register generic pharmaceutical names (known as International Non-Proprietary Names - INN's) within Internet domain names. This coincides with the release of the ".info" top-level domain. The following conversation was overheard at a recent internet cafe'.
Hi, what are you doing?

I'm registering a domain name.

Oh, yeah? What are you registering?

Caffeine.info

You can't register that.

Why not?

That's an INN.

In where?

In there. Your domain name is an INN.

No, it's not an in, its a .info.

No, I don't mean the TLD, I mean the SLD is an INN.

But the SLD is caffeine.

That's right.

I can't register caffeine?

That's right, you can't register caffeine.

Who says I can't register caffeine?

That's right.

Waddya mean "That's right"?

I mean WHO says you can't register caffeine.

Who says?

Exactly. It's an INN.

In where?

In there.

Who is in there?

No, caffeine is in there.

But who won't let me register caffeine?

Exactly.

If I register caffeine.info, then who is going to take it away from me?

Exactly.

Oh... I see, so if I register caffeine in there, then Exactly is going to take it away from me.

No, WHO is going to take it away from you.

That's what I want to know, WHO is going to take it away from me?

Exactly.

Okay, so if you aren't going to tell me exactly who, then would you at least tell me why whoever thinks they can stop me from registering caffeine?

ICANN.

You can?

No, ICANN.

That's what I said. So why didn't you tell me you were going to stop me.

I'm not going to stop you. WHO is going to stop you.

But then you said it was because "I can."

That's right.

But you aren't going to stop me from registering caffeine.

That's right.

Then who is?

That's right.

I'm right three times and I still don't know why I can't register caffeine, and what's in it for who. But you can register it instead.

No, I can't register caffeine either.

You can't register it because I can, right?

That's right.

But you just said I couldn't. And now you are saying I can?

Exactly.

So why don't you leave me alone and let me register caffeine.

Go ahead and try.

And you aren't going to stop me?

That's right.

Okay, I'll be back in a minute. I've been sitting here too long and caffeine is a laxative.

Here, take a roll of this with you, you'll need it

What's that?

WIPE-O.
